"Russia" → "Turkey"
For direct entry into Turkey from Russia, no titer test is requested — it only becomes relevant if you continue onward into the EU from Turkey.
Rabies titer test
Not required for entry into Turkey. If you plan to continue to the EU via Istanbul, check the titer requirement with the EU destination country itself — Turkey does not ask for one.
Documents
A veterinary health certificate (Pet Passport / Health Certificate) is arranged at the СББЖ and exchanged for an international one no more than 10 days before travel.
