No titer test is required domestically or on exit — Russia is not on the EU's listed-countries list, so a titer test is a requirement of the destination country (see the "European Union" page), not of Russia itself.

Vaccinations

Rabies vaccination annually (or per the vaccine's label), no less than 30 days and no more than 12 months before departure. A combination vaccine is legally required.

Documents

A veterinary certificate (форма №1) is issued at a state veterinary clinic at your place of residence no more than 5 days before departure (exam + all vaccines up to date), then exchanged for the international certificate (форма №5a) at the departure airport's border veterinary checkpoint, usually on the day of or 1-3 days before the flight. Since 2023 some regions issue форма №1 electronically via the "Gosuslugi"/"Mercury" system.

Entry notes

Always budget time for the 5a paperwork at the airport — the border vet checkpoint queue can take several hours, especially before evening flights. Форма 5a is valid for 5 days from issue.
