Serbia is on the EU's low-rabies-risk "listed" countries, and its own entry rules follow that status — no titer test is required from Russia, a vaccination and certificate are enough.

Rabies titer test

Not required. Only a rabies vaccination given at least 21 days before departure is mandatory.

Documents

A veterinary certificate is issued at the СББЖ (форма №1), then exchanged for an international veterinary certificate at the departure airport — as for most destinations outside the EU and Customs Union.
