Serbia
Serbia is on the EU's list of low-rabies-risk countries, so a titer test is generally not required either to leave Serbia or when entering the EU from it (a complete vaccination record and certificate are still needed).

Rabies vaccination annually, at least 21 days before departure.
Rabies titer test
Usually not required thanks to Serbia's "listed" status — check with the destination country at the time of travel, since the list is periodically revised.
Documents
A veterinary certificate is issued by an accredited vet clinic/veterinary authority no more than 10 days before departure.
Entry notes
No quarantine. Belgrade is a common transit hub on CIS → EU/Balkans routes.
