Albania's own titer requirement is officially "depends on the country of origin" — the practice changes periodically, and there is no unambiguous rule for Russia specifically at publication time. Check with the Albanian consulate before travelling.
Rabies titer test
May be requested depending on current border-control practice. If in doubt, get the titer test done in advance using the general scheme (blood drawn no earlier than 30 days after vaccination, threshold ≥0.5 IU/ml) — it will never hurt to have it.
Documents
A veterinary health certificate is arranged at the СББЖ and exchanged for an international one no more than 10 days before travel.
