No rabies titer test is required to enter Russia from the EU or from anywhere else — Russia is not among the countries that request a titer on entry.
Rabies titer test
Not required. An up-to-date rabies vaccination (given no less than 30 days and no more than 12 months before entry) plus an international veterinary certificate are enough.
Documents
An international veterinary health certificate (or an EU pet passport / Евросправка) issued by the departure country's veterinary authority is checked by Russian border veterinary control (Россельхознадзор) on arrival. No separate Russian-side paperwork needs to be arranged in advance.
