Georgia is not on the EU's "listed" low-risk countries — entering any EU country requires a titer test.

Rabies titer test

Blood is drawn no earlier than 30 days after the rabies vaccination, the titer must be ≥ 0.5 IU/ml at an accredited lab, and entry is possible no earlier than 3 months after the blood draw.

Documents

At the EU border you need specifically an EU Animal Health Certificate — the standard certificate used for other destinations does not work for the EU.
