General EU rules apply. Entering from an "unlisted" country (including Russia) a rabies titer test is mandatory. Germany itself has no separate tapeworm treatment requirement for entry, but check the requirement if you are transiting onward to Finland, Ireland, Malta or Northern Ireland.
Vaccinations
Rabies vaccination after microchipping, then a 21-day wait. Combination vaccines (distemper, parvo, etc.) are not legally required for entry but are recommended for the pet's health.
Rabies titer test
Same as the general EU rule: only from "unlisted" countries, threshold ≥0.5 IU/ml, 3-month wait after the blood draw.
Documents
EU Animal Health Certificate (entering from a third country) or an EU pet passport (entering from the EU/UK), plus a written non-commercial-travel declaration if crossing outside a document-checking border point.
Entry notes
No quarantine if the rules are met. Domestic flights and Deutsche Bahn trains have their own carrier rules on weight and muzzles for larger dogs.
